The main tasks of the commission
The main tasks performed by the commission are the following:
participate in the formulation of state policy in the field of fighting against corruption, coordinate the activities of state bodies and other institutions in this field;
to analyze the state and effectiveness of the fight against corruption;
To control the implementation of State Programs on the fight against corruption;
receive information of a financial nature;
control the presentation of financial information;
collect, analyze, summarize information related to corruption-related offenses and make proposals to relevant state bodies;
to cooperate with state bodies and other institutions in the fight against corruption.
The commission performs other duties in accordance with the legislation.
Fundamental rights of the commission
In order to fulfill its duties, the Commission exercises the following rights:
studies and summarizes the state of implementation of the anti-corruption legislation, listens to the information and reports of the heads of law enforcement and other state bodies about it:
receives necessary information and materials from state and local self-government bodies:
Receives information from the relevant state bodies about the implementation of the measures provided for in the state anti-corruption programs and analyzes the status of the work done;
prepares proposals and recommendations for increasing the efficiency of the fight against corruption, as well as for eliminating the deficiencies identified in the field of the fight against corruption, and takes measures for their implementation;
takes measures to study public opinion on corruption and implement awareness in the field of anti-corruption;
cooperates with non-governmental organizations, mass media and representatives of the private sector, independent experts and, if necessary, involves them in carrying out certain tasks;
participates in the implementation of international cooperation for organizing and increasing the efficiency of the fight against corruption;
carries out summarization of appeals about offenses related to corruption in the received materials, as well as, based on its results, entrusts the verification of the activities of state or municipal bodies, as well as state enterprises, which receive more complaints about their activities, to state bodies or auditor organizations, and in case of detection of offenses with signs of criminality sends inspection materials to the General Prosecutor's Office of the Republic of Azerbaijan;
if there are signs, it sends those materials to the relevant authorities for verification;
makes suggestions on improving the anti-corruption legislation.
provides financial assistance to non-governmental organizations for the preparation and implementation of programs and projects related to the fight against corruption.
The Commission exercises other rights in accordance with the legislation.
